Prof. Imoh U. Moffat is the Honourable Commissioner, Ministry of Science and Technology. As a Mathematics Teacher and a quartic factor of linear convergence, Prof. Moffat remains a functional derivative, a definite Integral, a measure of central location, dispersion and approximation of several bodies in the Academia and a Del Operator of some professional organizations, where he attempts to postulate, activate, and generate the goodness-of-fit codes, the lines-of-best-fit, the probability distribution functions and the best linear unbiased estimators associated with both discrete and continuous random variables.

Background

Professor Imoh Udo Moffat is a native of Ikot Ikpa village in Etim Ekpo LGA of Akwa Ibom State and was born on the 10th day of April, 1968 as the seventh derivative of a matrimonial function of degree ‘9’. He is linearly married to Enyinmfon and the union is blessed with five functional variables on the real line.

Education

He started his primary education in 1974 as a random variable at Q. I. C Group School, Uruk & Ikono, Eka Uruk Eshiet in Etim Ekpo LGA and completed in 1980. He gained admission into Samuel Bill Secondary School, Abak and later left to complete at Community Secondary, Eka Uruk Eshiet, where he emerged with the best result in the pioneer class of 1985. Thereafter, he gained admission in 1988 into the Department of Mathematics and Statistics, University of Calabar, Calabar where he completed and obtained a Bachelor of Science degree in Mathematics & Statistics in 1992.

Career

He proceeded for National Youth Service scheme at Command Secondary School, Kaduna with special relief duties at the Nigerian Defence Academy, Kaduna and the Ahmadu Bello University, Zaria, where he completed in 1993. 

He was offered an appointment as a Graduate Assistant in several Universities in the country but he decided to function with the Department of Mathematics, Statistics & Computer Science, University of Uyo, Uyo in 1994. 

He obtained a Master of Science (M. Sc) degree in Mathematical Statistics from the University of Calabar, Calabar in 2000, and a Doctor of Philosophy (Ph. D) degree from the River State University of Science & Technology in 2008. 

He was promoted a Senior Lecturer in 2011, an Associate Professor in 2017, and a full Professor in 2022 with specialization in Time Series and Stochastic Processes. In the areas of contribution to knowledge, he has taught several courses in Mathematical Sciences for about 27 years in the University system and has mentored several significant variables in different quadrants. He has published over fifty (50) intellectual articles in reputable journals within and outside the country. 

Also, he served as an Examination Officer of the Department for about ten years and therefore, functioned as a significant figure in the Senate Business Committee (SBC) of the University. Also, he assisted several organizations and other donor agencies such as, World Health Organization (W.H.O), United Nations International Children’s Emergency Fund (UNICEF), United Nations Development Programs (UNDP), National Population Commission (NPC), etc. in Statistical Surveys, Data collection, collation, and analysis.

Prof. Moffat is researching deeply on the probabilistic applications of Time series models and Stochastic processes in the development and prediction of timely services associated with artificial intelligence, website design, Cyber security, Networking, database management, and some other functional elements of digital communication. 

He was integrated into the Akwa Ibom State Executive Council by His Excellency, Governor Udom Emmanuel on August 3, 2020 as the Honorable Commissioner, Ministry of Science and Technology, where he functioned linearly till May 29, 2023. During that period, he was able to revive the entire system, restore electricity supply, refurbish the long-abandoned vehicles of the ministry, reactivate the internet facilities/internet protocol phones in MDAs, restructure and upgrade the science and technology laboratories, complete the setup of computer laboratories in ten secondary schools in each of the ten Federal Constituencies in the State, significantly contribute during the National Council on Science and Technology summit and at the Strategic Training on Digital Economy, Cyber Security and Artificial Intelligence in Abuja, led the State delegation to the 774 Young Nigerian Scientist Presidential Award, and initiated the ongoing remodeling of the physical structures in the Ministry. 

By the special grace of God, he was reintegrated into the State Executive Council by His Excellency, the present Governor, Functional Pastor Umo Bassey Eno, on July 27, 2023 as the Honorable Commissioner in the Ministry of Science and Technology.

As a symbol of Linear Equation from Above and some functional approximations from the frameworks and proper subsets of the Autoregressive Integrated Moving Average (ARIMA) and the Generalized Autoregressive Conditional Heteroscedasticity (GARCH), Prof. Moffat functions as a Linear Regressor, a Robust Estimator, and an Optimal Predictor in the Quadrant of Functional Variables (QFV), the Quadrant of Asymptotic Integrals (QAI), the Quadrant of Undetermined Coefficients (QUC), and the Quadrant of Exponential Derivatives (QED), to the glory of GOD ALMIGHTY.
